SEND Services in Birmingham

West MidlandsMetropolitan Borough
Council website

Birmingham is a large metropolitan authority serving over 214,000 pupils, and like many areas across England, it has seen rising numbers of children and young people identified as needing SEND support in recent years. The city has developed a comprehensive SEND Strategy running through 2028 that focuses on improving local provision, reducing waiting times for assessments, and ensuring more children can access the support they need in mainstream schools and specialist settings closer to home. Birmingham SENDIASS is here to help you navigate the system, offering free, impartial advice and support whether you're exploring early help options, working towards an Education, Health and Care Plan, or advocating for your child's needs. As a parent new to SEND support in Birmingham, you'll find a range of mainstream schools with resource bases and specialist units, alongside dedicated specialist schools, all working within a framework designed to give your child the best chance of good outcomes in education, health, and their future.

That's where JakTrack comes in. As you navigate Birmingham's SEND system - whether you're building a case for assessment, preparing for appointments with health and education professionals, or working through an EHCP process - JakTrack helps you gather and organize the evidence that matters. By tracking your child's daily patterns around sleep, meals, and behaviour, you'll spot what's really going on and have concrete examples to share with the people supporting your child. Starting early means you're building a picture over time, which makes a real difference when you need to explain your child's needs to schools, doctors, or the local authority. It's about feeling prepared and in control, rather than scrambling to remember details or piece together information when an appointment comes around. see how JakTrack can help

Understanding school SEND provision

Schools in England provide SEND support at different levels. Here's what each type means:

Specialist School

A school that exclusively educates children with SEND. Smaller classes (typically 6-12 pupils), staff trained in specific needs, and environments designed for children who need more support than mainstream can provide. Places are usually named in an EHCP.

SEN Unit

A dedicated unit within a mainstream school, staffed by specialists. Children are on the roll of the unit but may join mainstream classes for some lessons. Offers a middle ground - specialist support with mainstream social opportunities. Usually requires an EHCP.

Resource Base

Extra resourced provision attached to a mainstream school. Children are on the mainstream roll but can access additional support, equipment, and specialist staff. Some resource bases focus on specific needs like autism or speech and language.

SEN Support (Mainstream)

Every mainstream school has a legal duty to identify and support children with SEND. This includes having a SENCO (Special Educational Needs Coordinator), providing reasonable adjustments, and putting in place SEN Support plans. You don't need an EHCP for SEN Support.

Frequently Asked Questions

Common questions from families about SEND support in Birmingham.

In Birmingham, parents, carers, young people aged 16 and over, or schools can request an Education, Health and Care Plan (EHCP) by downloading the EHC needs assessment request form, 'my views' form, and parent's views form from the Local Offer website and emailing them to [email protected]. The council will review the evidence and decide within 6 weeks whether to carry out an assessment. If approved, a case officer will be assigned, and the process aims to issue a final EHCP within 20 weeks.
Birmingham SENDIASS provides free, impartial information, advice, and support to children, young people, parents, and carers about special educational needs and disabilities (SEND). They can help with understanding the EHCP process, your rights, and next steps. Contact them at 0121 303 5004 or [email protected].[data]
Birmingham has 45 specialist schools for children with special educational needs, plus 13 schools with SEN units and 55 with resource bases. These provisions support the 9,092 pupils with EHCPs and 33,165 on SEN support out of 214,565 total pupils. You can find more details on the Birmingham Local Offer website.[data]
The Local Offer is a guide to all SEND services, support, and provisions available in Birmingham for children and young people with special educational needs and disabilities. It includes information on education, health, social care, and local organisations like the Birmingham Parent Carer Forum. Access it at the Birmingham Local Offer website.[data]
Birmingham City Council must decide within 6 weeks of your request whether to carry out an EHCP needs assessment. If approved, they gather advice over the next 10 weeks and decide by week 16 whether to issue an EHCP, with a final plan issued by week 20. Timelines may extend in exceptional cases, and you have appeal rights if refused.
