Understanding school SEND provision

Schools in England provide SEND support at different levels. Here's what each type means:

Specialist School

A school that exclusively educates children with SEND. Smaller classes (typically 6-12 pupils), staff trained in specific needs, and environments designed for children who need more support than mainstream can provide. Places are usually named in an EHCP.

SEN Unit

A dedicated unit within a mainstream school, staffed by specialists. Children are on the roll of the unit but may join mainstream classes for some lessons. Offers a middle ground - specialist support with mainstream social opportunities. Usually requires an EHCP.

Resource Base

Extra resourced provision attached to a mainstream school. Children are on the mainstream roll but can access additional support, equipment, and specialist staff. Some resource bases focus on specific needs like autism or speech and language.

SEN Support (Mainstream)

Every mainstream school has a legal duty to identify and support children with SEND. This includes having a SENCO (Special Educational Needs Coordinator), providing reasonable adjustments, and putting in place SEN Support plans. You don't need an EHCP for SEN Support.

Frequently Asked Questions

Common questions from families about SEND support in Bristol.

You or your child's school can request an Education, Health and Care Plan (EHCP) needs assessment by contacting Bristol City Council and submitting the request form to [email protected]. The local authority must decide within 6 weeks whether to carry out the assessment, gathering information from you, professionals, and services involved. If they agree, the process continues to develop the EHCP; if not, you can appeal the decision.
Bristol's SENDIASS, called SEND And You (SAY), offers free, impartial information, advice, and support to families of children and young people with special educational needs and disabilities. Trained professionals help explain SEND processes and guide you through EHCP procedures, assessments, and reviews. Contact them at 0117 989 7725 or [email protected].
Bristol has 16 specialist schools for children with special educational needs, plus 7 schools with SEN units and 17 with resource bases to provide additional support. These provisions serve over 3,550 pupils with EHCPs out of 70,173 total pupils. Mainstream schools also offer SEN support to around 11,887 pupils.
The Bristol Local Offer is a guide to all services, support, and provisions available for children and young people with special educational needs and disabilities in the area. It covers education, health, social care, and more, helping families find what's right for their child. Visit the Bristol Local Offer website at www.bristol.gov.uk/web/bristol-local-offer.
Legally, Bristol City Council must decide on a needs assessment within 6 weeks of your request, then complete the full assessment and issue a draft EHCP within 20 weeks if approved. In practice, delays can extend this to several months, as shared in parent experiences where it took around 7 months. Contact SEND And You for current guidance on timelines.
