Understanding school SEND provision

Schools in England provide SEND support at different levels. Here's what each type means:

Specialist School

A school that exclusively educates children with SEND. Smaller classes (typically 6-12 pupils), staff trained in specific needs, and environments designed for children who need more support than mainstream can provide. Places are usually named in an EHCP.

SEN Unit

A dedicated unit within a mainstream school, staffed by specialists. Children are on the roll of the unit but may join mainstream classes for some lessons. Offers a middle ground - specialist support with mainstream social opportunities. Usually requires an EHCP.

Resource Base

Extra resourced provision attached to a mainstream school. Children are on the mainstream roll but can access additional support, equipment, and specialist staff. Some resource bases focus on specific needs like autism or speech and language.

SEN Support (Mainstream)

Every mainstream school has a legal duty to identify and support children with SEND. This includes having a SENCO (Special Educational Needs Coordinator), providing reasonable adjustments, and putting in place SEN Support plans. You don't need an EHCP for SEN Support.

Frequently Asked Questions

Common questions from families about SEND support in Havering.

Parents, carers, schools, or professionals can request an Education, Health and Care (EHC) needs assessment from Havering Council by completing the online request form on their portal or contacting the SEND Assessment and Placement Team. The local authority must decide within 6 weeks whether to carry out the assessment, reviewing information from you, the school, and professionals at their SEN Panel. If approved, the full process to issue an EHCP should take no more than 20 weeks.
Havering SENDIASS offers free, confidential, and impartial information, advice, and support to children with SEND, young people, parents, and carers, working independently from the local authority. They can help with understanding EHCPs, the assessment process, rights, and options. Contact them at 01708 433 885 or [email protected].
Havering has 6 specialist schools for children with SEND, plus 10 schools with SEN units and 4 with resource bases to provide additional support. These provisions help meet the needs of the 2,185 pupils with EHCPs and 4,762 on SEN Support out of 44,038 total pupils. You can find more details on the Havering Local Offer.
The Local Offer is a guide to all SEND services, support, and provisions available in Havering for children and young people aged 0-25. It covers education, health, social care, schools, and more. Access it at the Family Services Hub: https://familyserviceshub.havering.gov.uk/kb5/havering/directory/localoffer.page?localofferchannel=0.
Havering follows statutory timescales: a decision on assessment within 6 weeks, decision on issuing an EHCP by week 16 if approved, and the final plan issued by week 20. These can be affected by school holidays or other exemptions, but the process should be completed as quickly as possible. Annual reviews happen every 12 months, or every 6 months for under 5s.
