Understanding school SEND provision

Schools in England provide SEND support at different levels. Here's what each type means:

Specialist School

A school that exclusively educates children with SEND. Smaller classes (typically 6-12 pupils), staff trained in specific needs, and environments designed for children who need more support than mainstream can provide. Places are usually named in an EHCP.

SEN Unit

A dedicated unit within a mainstream school, staffed by specialists. Children are on the roll of the unit but may join mainstream classes for some lessons. Offers a middle ground - specialist support with mainstream social opportunities. Usually requires an EHCP.

Resource Base

Extra resourced provision attached to a mainstream school. Children are on the mainstream roll but can access additional support, equipment, and specialist staff. Some resource bases focus on specific needs like autism or speech and language.

SEN Support (Mainstream)

Every mainstream school has a legal duty to identify and support children with SEND. This includes having a SENCO (Special Educational Needs Coordinator), providing reasonable adjustments, and putting in place SEN Support plans. You don't need an EHCP for SEN Support.

Frequently Asked Questions

Common questions from families about SEND support in Oxfordshire.

Parents, schools, or young people aged 16-25 can request an Education, Health and Care Plan (EHCP) assessment if a child isn't progressing despite support. Start by completing the 'request for an EHC assessment' form on the Oxfordshire County Council website, including an optional 'all about me' section with your child's strengths, difficulties, and support needs. You'll hear within six weeks if they'll proceed, and the full process takes up to 20 weeks.
SENDIASS Oxfordshire offers free, impartial information, advice, and support to children, young people, and parents about special educational needs and disabilities (SEND). They can guide you on EHCPs, local services, and your rights - call 01865 810516 or email [email protected] for help.
Oxfordshire has 26 specialist schools for children with SEND, plus 8 schools with SEN units and 23 with resource bases, supporting over 5,600 pupils with EHCPs out of 119,411 total pupils.
The Local Offer is a guide to all SEND services, support, and provisions available for children and young people aged 0-25 in Oxfordshire. Find it on the Oxfordshire County Council website at the SEND Local Offer page, with details on education, health, care, and more.
Oxfordshire decides within six weeks whether to carry out an EHCP needs assessment. If approved, the full process to issue the plan takes up to 20 weeks, as outlined in their SEN timeline.
