SEND Services in Sheffield

Yorkshire and The HumberMetropolitan Borough
Council website

In Sheffield, a bustling metropolitan city in Yorkshire and the Humber, SEND support is actively evolving following a critical joint inspection by Ofsted and the Care Quality Commission in March 2025, which identified priority areas for improvement and prompted a comprehensive local partnership improvement plan. While the percentage of pupils with Education, Health and Care Plans here remains below the national average, a higher proportion receive SEN support without one, reflecting a commitment to early help amid acknowledged challenges in outcomes and inclusion. You're not alone in navigating this - Sheffield SENDIAS offers impartial guidance every step of the way, and ongoing initiatives like the SEND Manifesto aim to ensure children get the right support at the right time.

In Sheffield's journey towards better SEND outcomes through its local improvement plan, JakTrack steps in as your steady companion, helping you feel prepared and in control as you track daily patterns and build a clear picture of your child's needs. Starting early lets that evidence grow naturally, empowering you with insights to advocate confidently at appointments or during EHCP processes, all while knowing you're supported every step. Families here tell us it brings a real sense of calm amid the challenges. see how JakTrack can help

Understanding school SEND provision

Schools in England provide SEND support at different levels. Here's what each type means:

Specialist School

A school that exclusively educates children with SEND. Smaller classes (typically 6-12 pupils), staff trained in specific needs, and environments designed for children who need more support than mainstream can provide. Places are usually named in an EHCP.

SEN Unit

A dedicated unit within a mainstream school, staffed by specialists. Children are on the roll of the unit but may join mainstream classes for some lessons. Offers a middle ground - specialist support with mainstream social opportunities. Usually requires an EHCP.

Resource Base

Extra resourced provision attached to a mainstream school. Children are on the mainstream roll but can access additional support, equipment, and specialist staff. Some resource bases focus on specific needs like autism or speech and language.

SEN Support (Mainstream)

Every mainstream school has a legal duty to identify and support children with SEND. This includes having a SENCO (Special Educational Needs Coordinator), providing reasonable adjustments, and putting in place SEN Support plans. You don't need an EHCP for SEN Support.

Frequently Asked Questions

Common questions from families about SEND support in Sheffield.

To request an Education, Health and Care Plan (EHCP) in Sheffield, contact Sheffield City Council’s SEND team through their website or by speaking to your child’s school, which can make the request on your behalf. The process starts with gathering evidence of your child’s needs, and only children with an EHCP are considered for specialist placements like special schools or integrated resources. For free, impartial advice, reach out to Sheffield SENDIAS at 0114 2736009 or [email protected].
Sheffield SENDIAS provides free, impartial and confidential information, advice, and support to children and young people aged 0-25 with SEND and their parent carers on education, health, and social care matters. They can help with understanding the EHCP process, school placements, and rights under the SEND Code of Practice. Contact them at 0114 2736009, [email protected], or visit sheffieldsendias.org.uk.
Sheffield has 16 specialist schools for children with the most complex needs that cannot be met in mainstream settings, plus 6 schools with SEN units and 34 with resource bases. All placements in these provisions require an EHCP and are arranged by the local authority. Most children with SEND, including those with EHCPs, attend mainstream schools where support is adapted to their needs.
The Local Offer is a guide to all SEND services, support, and provisions available in Sheffield for children and young people aged 0-25. It includes information on schools, health services, and social care. You can find Sheffield’s Local Offer at sheffielddirectory.org.uk/localoffer.
The statutory EHCP assessment process in Sheffield, like nationally, should take up to 20 weeks from the request to issuing the final plan, though timelines can vary based on complexity and evidence gathering. Schools and settings monitor progress first before requesting assessment, and parent carers are kept informed throughout. For specific guidance, contact Sheffield SENDIAS for support.
