South EastCounty Council
Council website

Surrey, a county spanning both urban hubs and rural communities in South East England, is actively expanding SEND support through major investments like £16 million in new specialist school places and a £15 million recovery plan that has boosted staff capacity by 74% to help families faster. These efforts, part of the Inclusion and Additional Needs Partnership Strategy to 2026, aim to create nearly 500 more local places by summer 2026, reducing long journeys and out-of-area placements that many parents face. You're not alone - SEND Advice Surrey is here on 0303 040 1234 with impartial guidance to navigate this with confidence.

With Surrey's push for more local places and faster family support, JakTrack steps in as your steady companion, helping you feel prepared and in control as you log daily moments like sleep, meals, and behaviours that build a powerful evidence base over time. Understanding school SEND provision

Schools in England provide SEND support at different levels. Here's what each type means:

Specialist School

A school that exclusively educates children with SEND. Smaller classes (typically 6-12 pupils), staff trained in specific needs, and environments designed for children who need more support than mainstream can provide. Places are usually named in an EHCP.

SEN Unit

A dedicated unit within a mainstream school, staffed by specialists. Children are on the roll of the unit but may join mainstream classes for some lessons. Offers a middle ground - specialist support with mainstream social opportunities. Usually requires an EHCP.

Resource Base

Extra resourced provision attached to a mainstream school. Children are on the mainstream roll but can access additional support, equipment, and specialist staff. Some resource bases focus on specific needs like autism or speech and language.

SEN Support (Mainstream)

Every mainstream school has a legal duty to identify and support children with SEND. This includes having a SENCO (Special Educational Needs Coordinator), providing reasonable adjustments, and putting in place SEN Support plans. You don't need an EHCP for SEN Support.

Frequently Asked Questions

Common questions from families about SEND support in Surrey.

To request a statutory EHCP (Education, Health and Care Plan) assessment in Surrey, contact your child's school, nursery, or early years setting first to discuss concerns and any existing support. If more help is needed, submit a formal request to Surrey County Council via their website or by emailing [email protected]; they will decide within 6 weeks whether to carry out the assessment. For free, impartial advice on the process, call SEND Advice Surrey at 0303 040 1234.
SEND Advice Surrey is Surrey's free, confidential, and impartial support service for children and young people aged 0-25 with special educational needs or disabilities, plus their parents and carers. They offer information on rights, school support, EHCP assessments, disagreements with decisions, mediation, and help with forms, meetings, and appeals. You can contact them directly at 0303 040 1234 for listening support and signposting to other services.
Surrey has 59 specialist schools for children with special educational needs, along with 40 schools with SEN units and 23 schools with resource bases to provide targeted support. These provisions serve the needs of around 12,067 pupils with EHCPs (5.9% of total pupils). Find details and locations on the Surrey Local Offer website.
The Surrey Local Offer is a guide to all services and support available for children and young people with special educational needs and disabilities (SEND) in Surrey, including education, health, and social care options. It helps parents understand what's out there and how to access it. Visit it at www.surreylocaloffer.org.uk.
In Surrey, if Surrey County Council agrees to a statutory EHCP assessment, the full process to issue the final plan should take up to 20 weeks from the start, as per national guidelines. This includes gathering advice from professionals and consulting parents. SEND Advice Surrey can explain the timeline and support you through each step; call 0303 040 1234.
