Understanding school SEND provision

Schools in England provide SEND support at different levels. Here's what each type means:

Specialist School

A school that exclusively educates children with SEND. Smaller classes (typically 6-12 pupils), staff trained in specific needs, and environments designed for children who need more support than mainstream can provide. Places are usually named in an EHCP.

SEN Unit

A dedicated unit within a mainstream school, staffed by specialists. Children are on the roll of the unit but may join mainstream classes for some lessons. Offers a middle ground - specialist support with mainstream social opportunities. Usually requires an EHCP.

Resource Base

Extra resourced provision attached to a mainstream school. Children are on the mainstream roll but can access additional support, equipment, and specialist staff. Some resource bases focus on specific needs like autism or speech and language.

SEN Support (Mainstream)

Every mainstream school has a legal duty to identify and support children with SEND. This includes having a SENCO (Special Educational Needs Coordinator), providing reasonable adjustments, and putting in place SEN Support plans. You don't need an EHCP for SEN Support.

Frequently Asked Questions

Common questions from families about SEND support in Sutton.

You can request an Education, Health and Care Needs Assessment by contacting Sutton's SEND Service using the parental EHC Needs Assessment request form available on the Sutton Council website. Once your request is received, the Local Authority has 6 weeks to decide whether to assess your child, and if they agree to proceed, they have up to 20 weeks from your initial request to issue a final EHCP. You can also ask your child's school or another professional to request an assessment on your behalf.
Sutton Information, Advice and Support Service (SIASS) provides confidential, impartial information, advice and support to parents, carers, children and young people about special educational needs. You can contact them on 020 8323 0462 or email [email protected] for guidance on the EHCP process, your rights, and navigating SEND support in Sutton.
Sutton has 9 specialist schools dedicated to supporting children with SEND, along with 5 schools that have specialist SEN units and 9 schools with resource bases providing additional support. In total, there are currently 2,196 pupils with an EHCP and 4,692 pupils receiving SEN Support across Sutton's 73 schools.
Sutton's Local Offer is a comprehensive guide to all the special educational needs and disability support available to children and young people in the borough. You can access it at https://www.sutton.gov.uk/info/200611/suttonslocaloffer, where you'll find information about schools, services, and support available to families.
The statutory timescale for the EHCP process is 20 weeks from when you submit your request for assessment. Within this timeframe, the Local Authority has 6 weeks to decide whether to assess, and if they agree, a further period to gather information from professionals and issue a draft plan for your comments before finalising the EHCP. In some exceptional circumstances, this timeline may be extended if it is impractical to meet the deadline.
