Understanding school SEND provision

Schools in England provide SEND support at different levels. Here's what each type means:

Specialist School

A school that exclusively educates children with SEND. Smaller classes (typically 6-12 pupils), staff trained in specific needs, and environments designed for children who need more support than mainstream can provide. Places are usually named in an EHCP.

SEN Unit

A dedicated unit within a mainstream school, staffed by specialists. Children are on the roll of the unit but may join mainstream classes for some lessons. Offers a middle ground - specialist support with mainstream social opportunities. Usually requires an EHCP.

Resource Base

Extra resourced provision attached to a mainstream school. Children are on the mainstream roll but can access additional support, equipment, and specialist staff. Some resource bases focus on specific needs like autism or speech and language.

SEN Support (Mainstream)

Every mainstream school has a legal duty to identify and support children with SEND. This includes having a SENCO (Special Educational Needs Coordinator), providing reasonable adjustments, and putting in place SEN Support plans. You don't need an EHCP for SEN Support.

If you live in Walsall, you can request an Education, Health and Care (EHC) needs assessment by contacting Walsall Council in writing as a parent, young person aged 16-25, or on behalf of a school with parental agreement. They'll confirm receipt within 5 working days and decide within 6 weeks whether to proceed, using the online EHC hub for updates. If refused, you'll get reasons and appeal information, with support from Walsall SENDIASS.
Walsall SENDIASS offers free, impartial advice and support to children and young people with SEND, their parents and carers on topics like EHCP applications, needs assessments, annual reviews, school choices, transitions, and tribunal appeals. The Local Offer is a guide to all SEND services, support, and provisions available for children and young people aged 0-25 in Walsall, including education, health, and care options. You can find Walsall's SEND Local Offer at send.walsall.gov.uk.
Walsall Council decides within 6 weeks whether to carry out an EHC needs assessment; if approved, they gather advice over the next 10 weeks and decide by week 16 whether to issue an EHCP. The full process to finalise an EHCP should complete within 20 weeks from the initial request, though extensions can sometimes apply.
